Street light stretch

A reader in California sent us this historic photograph from 1910 showing a man maintaining a street light from an early ladder tower

It certainly looks dodgy by today’s standards, in terms of both stability and guardrail height etc... although we have seen worst examples of more recent attempts at street light access. A key question is where was it taken?
