Not enough equipment

On of our readers from Germany was visiting the UK fro a short holiday recently when he spotted two men working on a building in Ashford Kent.

One who is not visible from the photos, is working near ground level using a Skyjack SJ51AJ articulated boom, the other working on the second floor has no lift and instead has to climb out of a window and straddle the steelwork. He does at least have a harness and lanyard attaching him to a cross beam, although if he fell he would be likely to strike the steel work before the harness caught him.

Odd how a 51ft boom is used for the ground floor access while there is no lift for the upper floors.

What's wrong here? a boom for the lower floors and make do above

Not exactly the best working position
