Extending a step ladder

Spotted last week in London, UK, a step ladder that simply was not quite high enough.
The user, probably on to the top at the time? Has used two tables to provide an additional metre of reach. It has clearly been raining and those tables are sure to be very slippery.

But our man has used a sling of some sort to tie the ladder to the building, that will do it!! If you know where this is exactly, please let us know.
