Tree trimming burn out

A bucket truck/platform caught fire and burnt out on Tuesday after contacting overhead power lines in Upper Darby, Pennsylvania – to the west of Philadelphia.

Details are few, all we know is that someone was pruning a tree close to the power lines, when the electricity must has arced over to the platform causing it to ignite. The one man fibreglass bucket is still in the tree, but so far there are no reports of serious injury. The damage however is extensive completely destroying the platform

Where was their risk assessment. Was it insulated ? The arbor industry in USA is out of control and their insurance premiums must be the highest of any company. So who is going to take control ? Does OSHA have an input or do they not investigate lone workers etc.
