No harness in London

Spotted yesterday in London, UK, two men using what looks like a truck mounted lift over the top of industrial buildings with no harnesses and no lanyards.

The two were working right next door to a major access rental company that said they were happy to loan the two a couple of harnesses but to no avail. One assumes that they completed their work without experiencing any of the issues that might have bounced them out of the platform.
