Suspended bamboo

Spotted in the town of Buga, Columbia, an unusual suspended platform made of bamboo.
The long platform uses at least four hoists to raise, lower and hold it while the tradesmen pointed the building.

While the platform looks less than safe, the users are at least wearing harnesses and lanyards should the contraption fall apart. The greater risk however probably lies below, given that the large buckets of materials hanging on the guardrails and that the platform has no sort of toeboard.
There is also very dodgy looking scaffold which may or may not have been used to climb on the suspended platform?
